I think what it comes down to is a difference in the feel of the setting between 1e and 2e. For me personally, 1e felt more open and accepting of change and fan additions. It was never balanced (wasn't supposed to be), but you could haul off and do ANYTHING. With 2e, the feel of the world is more so...
