I don't recall seeing anything about Heaven or the Solars' justice pursuing Exalts between Exaltations. Among other things, they didn't persecute Thrice-Damned Gorol past that...

The Sea of Mind distorts your perceptions while acting to ensure that those distorted perceptions don't screw you over too much. So it could alter someone with Berserk Anger's perceptions so that nobody insults her.

And yes, it is likely a horrificly bad idea in practice. In theory, it could work.

Speaking of the Curse. . . Anyone else think using the Sea of Mind could "cure" it if you alter the Sea Exalts enough? Have it remove or alter the perceptions of the Curse's trigger. Instances would be reduced greatly, if not entirely removed. . .

Letting someone shatter 3rd circle spells at no cost is already a pretty solid five dot artifact. Adding in all the various other powers easily pushes it into N/A rank.

Bureaucracy near worthless? Not in my experience. It is weak with regards to small scale interactions(usually), but it is almost absurdly potent for enacting large scale changes if you use the right charms.
To say nothing of the fact that a Bureaucracy is in charge of things like the weather, etc. . .

This book makes me wonder why Dragon-Blooded are still necessary. What with Solar half-castes being so insanely powerful. And then you get things like demon-blooded having trouble respiring essence in Creation. Which is... really weird, since both mortals and demons can respire essence in Creation....

I have to disagree with that. The Exalted were designed to defeat Primordials. There wasn't really that much planning for after the war was over.
