I wuv it!

Two comments: First, is the effect that adds or subtracts successes a Shaping effect, like astrological workings? Second, perhaps there should be some sort of Emotion or Compulsion effect compelling people to stay and meet their true love.

I'm reminded of Kanva's hermitage, from the Ring of Recognition.

On the banks of the Malini river rests an idyllic grove of mimosa, mango and soapberry trees, hung with jasmine and fruit-bearing creepers. At the center stands the oldest tree in the grove, a mango tree intertwined with a jasmine creeper. Each blooms in perfect harmony with the other. Parrots and song birds nest within hollows in the trunks of the trees. Wild rice grows under the trees, along the banks of several beautiful ponds, with paths of dark earth and worn flagstone meandering between them. A tall, free-standing gate hung with prayers to Venus indicates an entrance, but no wall or fence limits passage into or out of the grove. Here, the deer and antelope do not fear the hunter.

The sage Kanva makes his hermitage in an ancient wayhouse who's road is long since lost to the ages. Around him gather a small number of disciples and ascetics who learn from him or practice their own enlightenment in the obviously holy grove. They wear clothes made from bark cloth and press the soapberry nuts for oil. Of more importance is the sage's adopted daughter: Sakuntala, fruit of a liaison between another sage and the nymph that lives within the heart of the mango tree at the center of the grove. For it is Sakuntala who whispers her longing to her two friends, and it is for Sakuntala that the grove draws another ever closer in its webs of Fate.

I'm thinking Kanva is a Lunar elder, benevolent Faerie or maybe a plain mortal given tremendous narrative weight through knowledge and wisdom. Either way, he could serve as a source of trials or be the hook Fate uses to draw Sakuntala's love to the grove.

Thinking about it, I'm of two minds on the subject. On the one hand, it could say that it's manipulating your Fate directly, in which case it would be a Shaping effect directed at you, so IPP and similar would stop it. On the other, one could argue that it's reshaping the world, such that you have to go there, in which case it's still shaping, but it's directed at the world around you, so IPP doesn't apply.

Depends on how much you want the Solar to have done vs the Sid and/or whether or not you think it's important for that effect to have a keyword defense.

I don't think you need a keyword for people to defend against; sometimes bad effects just happen (see: soulsteel eating motes, target number increase from Absence). There's still a method to resist the inn's control by simply walking away, after all. It's just if you wanted to classify it as astrology it would be a smooth move to make it Shaping as well.

Personally, I don't think it needs a keyword because like all emotionally difficult themes, true love should be a cooperative story agreed on between the storyteller and the player.

Even without that, the vast majority of cases will be a PC sleeping in the inn and then attracting an unwanted aspiring companion. That puts all the effects on an NPC and the rules don't matter. Any PC attracted to the inn will get there eventually, no matter what they do, because the storyteller can literally just start a session with something along the lines of "you're walking down the road and see an inn". Other cases could be the PCs luring two NPCs to the inn so that they'll hook up. So I don't think the attraction really needs rules at all.

Its just a nifty bit of setting.
